CHANGES AND ADDITIONAL OPPORTUNITIES RELATING TO PUBLIC MEETINGS

In response to Executive Orders issued by Governor Newsom the City will no longer offer in-person public meeting location for members of the public to attend.  Public meetings will be conducted utilizing Zoom Video Communications. To participate in the meeting from the comfort of your own home or office download Zoom on any phone or computer device and enter meeting ID# cityofglendora.org/zoom or https://zoom.us/j/9329247224. The teleconferenced meeting allows the City to continue to conduct essential business and comply with Public Health Administration recommendations to protect the public and City employees, practice social distancing and limit exposure.

How do I participate?

You may give public comment once during one of two public comment periods scheduled, the first will occur at the beginning prior to consideration of any agenda items and the second at the end of the meeting.  Speakers are limited to three (3) minutes, speaking once, on both on- and off-agenda items. If there are any public hearings scheduled, individuals will be given an additional opportunity to comment under said items.  To ensure that the public will be able to participate, the city is providing three methods in which the public can submit their comments:

 

OPTION 1:  LIVE COMMENTS

Public is invited to participate via Zoom Video Communications, enter meeting ID# cityofglendora.org/zoom or https://zoom.us/j/9329247224.  If you wish to address the governing board on any matter posted on the agenda or within subject matter jurisdiction should utilize one of the following protocols:

The City Clerk will read emails received out loud (up to 3 minutes) into the public record if received in real time and prior to the commencement of Public Comment Period or Public Hearing. Otherwise, it will be read into the record at the end of the meeting.

 

OPTION 3:  MAIL

Public comments may be mailed to 116 E. Foothill Boulevard, Glendora, ATTN: City Clerk’s Department-Public Comment.  The City Clerk will read public comments received out loud (up to 3 minutes) into the public record if received before 5 p.m. on the date of the meeting. Otherwise, public comments will be considered late correspondence and incorporated into the meeting minute record.

COVID-19: Reopening the Economy Update.

PUBLIC COMMENT

Three (3) Minute speaking time limit

Due to COVID-19 health recommendations, comments can be made by participating via Zoom Video Communications, by emailing publiccomment@cityofglendora.org or mail.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting. Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

PUBLIC HEARINGS

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

Public Hearing to Approve the City of Glendora Annual Action Plan FY 2020-2021 for the Community Development Block Grant (CDBG) Program.

 

City RECOMMENDATION: Open and Conduct the Public Hearing, accept evidence and testimony presented, close the hearing and in the absence of evidence and testimony to the contrary: 1) Approve the Annual Action Plan FY 2020- 2021; and 2) Authorize the City Manager to submit an application for CDBG funding to the Department of Housing and Urban Development (HUD).

A Public Hearing to consider a Resolution adopting the Annual Assessment Levy for Landscape Maintenance District No. 1 for Fiscal Year 2020-21 and Approving the Engineer's Report

 

City RECOMMENDATION: Open and conduct a Public Hearing, accept evidence and testimony presented, and in the absence of testimony to the contrary consider the following: 1) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CONFIRMING A DIAGRAM AND ASSESSMENT FOR THE CITY OF GLENDORA LANDSCAPE MAINTENANCE DISTRICT NO.1 FOR FISCAL YEAR 2020-21; 2) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING THE ENGINEER’S REPORT FILED WITH RESPECT TO THE FISCAL YEAR 2020-21 LEVY OF THE ASSESSMENT IN CONNECTION WITH CITY OF GLENDORA LANDSCAPE MAINTENANCE DISTRICT NO. 1.”

A Public Hearing to consider an Ordinance amending the Glendora Municipal Code Regarding the Regulation of Accessory Dwelling Units.

 

City RECOMMENDATION: Open the Public Hearing, accept evidence and testimony presented and in the absence of substantial evidence to the contrary, consider the following: 1) Waive full reading, read by title only, and introduce for first reading an ordinance entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TITLE 21 (ZONING) OF THE GLENDORA MUNICIPAL CODE FOR CONSISTENCY WITH STATE LAW PERTAINING TO ACCESSORY DWELLING UNITS (PLN20-0013).

 

CONSENT CALENDAR

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

 

7.

Warrants and Demands Issued on June 19, 2020 and June 26, 2020.

 

City/Authority RECOMMENDATION: Affirm the following Warrants and Demands were received and filed as presented: a) General Warrant Register dated 6/19/2020 in the amount of $796,901.21, b) Payroll EFT - P/E 6/14/2020 in amount of $624,602.71 and c) General Warrant Register dated 6/26/2020 in the amount of $640,354.10.

Award a Contract for Utility Billing Print and Mailing Services, Online Customer Portal and Interactive Voice Recognition (IVR) System Services.

 

City/Agency/Authority RECOMMENDATION: 1) Award Infosend a Professional Services Contract for five years in the annual amount of $70,105 for Utility Billing Print & Mail, Online Customer Portal and Interactive Voice Recognition (IVR) system services; and, 2)              Authorize the City Manager to sign the contract.

Execute Two Memorandums of Understanding (MOU) between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the City of Glendora to accept Proposition A Discretionary Incentive Funds.

 

City RECOMMENDATION: Authorize the City Manager to execute the two Memorandums of Understanding (MOU) between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the City of Glendora to accept Proposition A Discretionary Incentive Funds in the amounts of $77,907 and $90,338.

Consideration of a Resolution establishing a vehicle miles traveled policy in accordance with the California Environmental Quality Act Transportation Impact Analysis Requirements (SB 743).
